Assistant Director of Human Resources
The Department of Human Resources (HR) is responsible for providing comprehensive HR services, including, but not limited to: employee recruitment, employee records maintenance, employee benefits, classification and compensation programs, and Workers’ Compensation programs.
The Assistant Director of Human Resources (HR) will support the Director of HR in designing, implementing, and evaluating organizational development and performance management programs that meet the strategic and operational needs of the department that align with City of Cleveland needs and goals. The Assistant Director of HR assists with the management of all HR staff and department functions, including long and short-range planning, budget development, and project/program management, among others. This position requires compliance with all provisions set forth in the City of Cleveland Charter & Codified Ordinances specific to this role.
Primary responsibilities
- Support the implementation and administration of HR plans, programs, and processes through HR staff, including but not limited to onboarding, performance management, employee development, organization development, and off-boarding of City Hall employees.
- Support the development and administration of programs, policies, procedures, and guidelines for City employees.
- Provide necessary training and development, through workshops, manuals, handbooks, standardized reports, seminars, classroom, etc.
- Establish and lead recruitment process in accordance with Civil Service Commission rules and collective bargaining agreements.
- Communicate HR policies, procedures, programs and laws.
- Lead compliance with Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), Department of Labor, Worker’s Compensation, the Occupational Safety and Health Administration (OSHA), etc. for the City of Cleveland.
- Ensure efforts to minimize exposure to lawsuits.
- Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship to promote employee morale and motivation.
- Investigate employee complaints or concerns.
- Participate in collective bargaining contract negotiations.
- Prepare/communicate disciplinary and or grievance responses as required.
- Champion culture change to increase engagement and acceptance of process improvements.
- Promotes and reinforces the City’s desired culture, core values, and expectations through modeling, communication, and coaching.
- Support the Director of HR with departmental management, including office administration and the oversight, direction, and supervision for all reporting staff. Mentor and develop assigned team members.
- Desired Skills, Attributes, and Experiences
- Minimum of five (5) or more years of progressively responsible HR management, talent management, training and/or employee/organization development, or related experience.
- Minimum of (2) or more years of direct supervisory experience.
- Experience participating in a full recruitment lifecycle and facilitating organizational effectiveness, and in performance and process improvement, client relations, and/or change management initiatives.

Preferred Expertise
- Bachelor’s degree from an accredited four-year college or university in human resources, public administration, business administration or related field.
- PHR or SHRM-SCP certification.
- Experience working with Labor unions and experience with labor negotiations, FMLA, and other employment related laws.
- Knowledge of standard office procedures, practices, and adept use of technology tools.
- Familiarity with the issues affecting the City.
- Physical abilities to perform essential job functions with or without reasonable accommodation.
