Project Summary:

The U.S. State Department Monitoring, Evaluation and Audit Services for Reporting (MEASURE) in Ukraine Project will provide the U.S. State Department with monitoring services to monitor the delivery and use of U.S. foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where the U.S. assistance is being utilized to verify assistance is being used as intended.

Position Summary:

The Operations Manager will be responsible for day-to-day programmatic and administrative tasks supporting the MEASURE program. The Operations Manager oversees human resources, recruitment, financial, security, procurement and logistics functions. This position will be based in Ukraine.


Responsibilities:

  • Oversee all project operations, including grants, finance, budgeting, property, logistics, procurement, and general office administration.
  • Supervise the daily financial operations of the contract, which include cash flow management; timesheet recording; reporting to the US State Department on the financial aspects of the project; and daily monitoring of obligations, budgets and expenditures.
  • Ensuring that contract implementation is in accordance with the US State Department and MSI regulations and procedures including monitoring contract compliance and procedures and assuring fair and good practice standards.
  • Oversee sub-contracts, and commodity procurement in in line with US State Department regulations.
  • Track budgets and monitor expenditures and ensure proper cost control.
  • Contribute to the overall program planning, monitoring, and reporting.

Qualifications:

  • Bachelor’s degree in accounting business administration, economics or other relevant fields is required. Master’s degree preferred.
  • Minimum five years of experience in management roles that included operations management, strategic planning, program management, government contracting, resource management, finance and budgeting with minimum three years of experience effectively managing a diverse staff working on varied projects required.
  • Strong organizational skills and a self-starter with excellent presentation, interpersonal and communication skills who takes initiative and leadership.
  • Fluent in Ukrainian and professional working proficiency in English required.
