The Department of Economic Security, Division of Business Services (DBS) and Division of Financial Operations (DFO) is seeking an experienced and highly motivated individual to join our team as a Human Resources Generalist.

This position is responsible for:
- Under the direction of the Division Human Resources Business Partner (HRBP), performs professional personnel work of considerable difficulty, serving as a lead analyst in multiple disciplines of Human Resources (HR).
- Provides technical advice to employees, supervisors and managers relating to recruitment (hiring process, promotions, status changes, etc.), classification and compensation, employee relations, and operation activities.
- Provides guidance and works with supervisors and managers on Position Descriptions (PD) and prepares required paperwork to process action.
- Provides technical expertise to managers and supervisors on defined aspects of agency classification and compensation systems, issues, programs, strategies and services.
- Prepares related statistical and salary analysis and reports for management to use in decision making process.
- Researches and responds to complex inquiries from employees and management regarding personnel records, processing issues and leaves of absence.
- Conducts Employee Relations investigations, prepares documents and related reports and works with management on informal disciplinary actions.
- Federal and State laws, rules, regulations, policies and procedures related to work assignment.
- Current principles, practices and methods used in the administration of HR, including Talent Acquisition, Employee Relations, Operations and Classification & Compensation.
- Principles and practices of modern organizational development.
Skilled in:
- Effective oral and written communication, while providing excellent customer service.
- Establishing priorities among conflicting needs.
- Researching, collecting, and analyzing data and reports.
- Developing and implementing various improvement initiatives for assigned program areas.
Ability to:
- Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations.
- Perform research, collect and analyze data and report information.
- Negotiate and apply reason persuasively to resolve employee relations issues.
- Comprehend and make inferences from written material.
- Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
- Bachelor’s Degree in Human Resources or closely related field and two (2) years’ experience as an Intermediate Human Resources Analyst or equivalent experience.
- Relevant HR Certification.
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- Travel may be required for State business. Employees who drive on State business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
